He wants to go trick or treating as Bo Duke. But I cannot find any yellow or blond hair color. He doesn't want to wear a wig and don't want to go trick or treating with no hair color.

You never said what your nephew's original hair color was but, you could always use kool - aid to color his hair. It's safe and smells really good too and it's not permanent. Another possibility would be to get some spray on hair color at local beauty supply store or costume shop.
