i saw someone with dark brown hair, but very light blond arm hair. Is it possible for someone to have naturally dark brown hair and blond arm hair.

Also Is it possible for someone to have grey showing in their eyebrows, but no grey on their head yet?

Yes, it's possible for someone to have grey in one area of hair before another area, but I don't think it's possible to naturally have blonde hair on one part of your body (like your arms) and have dark hair on your head.
