Amongst Catholics at least blond hair is reported to be rare. Yet Ireland is so far up north in Europe, you'd thin it would have as many true blondes as England or Scotland. Why is this not so?

The Moors never occupied Ireland, so don't listen to that answer. There are though theories that say that the (anecdotally) high percentage of Irish with black hair is due to the Spanish sailors who were shipwrecked in Ireland during the destruction of the Spanish Armada in 1588.
However, it is more likely that the reason there are not more blondes in Ireland compared to the UK is that more women in the UK dye their hair blonde. The percentage of natural blondes in the UK is below 5% (all studies seem to come up with different figures, but none are more than 1 in 20), whereas the percentage of 'blondes' is estimated to be more than 50%. If the amount of blondes in Ireland is different then this is probably for cultural reasons.
As for the number of natural blondes in each country, it is probable that there are more in the UK than in Ireland. This is due to the fact that the European blonde gene has the highest incidence in the Baltic states and Scandinavia, and there has been more immigration from these areas into Britain than Ireland.
You should do an indepth survey: hair-dying companies would pay kindly for this information!

Actually those of Celtic (Irish, Scottish, Welsh ect.) descent with blonde hair usually come from mix marriages OFTEN IN THE PAST between couples where one or the other has Nordic or Germanic blood in them. When you had the period of Viking raids many Vikings settled in Ireland and married. They adopted the culture and language of Ireland as well as adding a few traditions of their own and developing new types of architecture. Over time their descendants spoke Celtic and were so much Irish that they either changed their last names back to their original Irish clan names or their last names were added to the lists of clans.
Also when you find descriptions of Celts with blonde hair from classical Greece and Rome it is often because they had bleached it. At one time red hair was not as naturally common as it is today amongst Celtic peoples. Back in that period red hair often resulted from warriors bleaching their hair blonde for battle multiple times.

the black curly hair and in some cases, dark skins, could probably be related to the Moorish occupation of Ireland

I was under the impression Irish people often have black hair, but just as often are very fair. My sister is pale and redhead and my nana always said thats the irish in her.
Also, blond hair and blue eyes is a recessive trait, I think?
